Harris County MUD 71 is continually working to improve our community through the addition of Parks and Recreational facilities. These facilities are designed to enhance the overall neighborhood while providing enjoyment for its’ residents.
Our Administration/Community building is available for various events and community groups. If you are interested in using this building for an upcoming event, please click on the link below and fill out the reservation request form.

Please note that the Administration Building is the only District facility available for rental. All other District parks and recreational facilities, including but not limited to the Woodring Park splash pad, gazebo, playground, and trails and the Bundy Lake gazebo, are not available for rental, but instead may be utilized on a first come, first served basis during normal park operating hours between dawn and dusk.

Rental fee for HCMUD71 residents is $250.00 plus a $500.00 deposit for the Administration Building.
Regular Administrative Building hours and rental periods will be as follows:
Monday – Thursday
9:00 a.m. to 2:30 p.m. and 3:30 p.m. to 9:00 p.m.
Friday – Saturday
9:00 a.m. to 3:00 p.m. and 4:00 p.m. to 10:00 p.m.
Sunday
9:00 a.m. to 2:00 p.m. and 3:00 p.m. to 8:00 p.m.
Any exceptions shall be requested in writing and must be approved by the Board of Directors.
A History of Bundy Lake
In the early stages of development in Harris County Municipal Utility District No. 71 (the District), an original subdivision was developed in the mid 1980’s called Westland Creek Village. Approximately 300 homes were constructed in this subdivision before development ceased until the late 1990’s. One of the original 300 homeowners was Mr. Douglas E. Bundy. Douglas Bundy was a well-respected and involved member of the community. Mr. Bundy served on the Board of Directors for the District and was a member of the Goldbow Elementary PTA. Prior to his passing away in 2002, he played a pivotal role in establishing the vibrant community you see today.
When the “amenity lake” at the northeast corner of the Mason Rd. and Lakes of Bridgewater Dr. was deeded to the District in the early 2000’s, it was nothing more than a muddy water hole surrounded by sparse vegetation. A developer at the time, who was developing what is now called the Lakes of Bridgewater, believed this water hole could be improved with the help of the Board. The Board believed it could invest funds to improve and transform this unsightly area into a communal-focal-point that could be shared and enjoyed by residents and their guests.
In 2002, upon conveyance of the property from the original developer to the District, the lake and park area was formally platted by the District and design of an amenity lake and public plaza began. In recognition of outstanding service and commitment to the community, the MUD 71 Board of Directors voted to dedicate the lake and surrounding park area to Douglas E. Bundy as Douglas E. Bundy Amenity Lake.
The District continues to improve upon the original vision for the park and lake area by funding renovations to the originally developed facilities. In 2017, renovation of the Bundy Lake Plaza was completed to include new flagpoles, area lighting, landscape beds, plaza surfacing with the Texas star emblem, irrigation, site furnishings and a park name sign. Additional improvements to the park, including installation of new fencing and area lighting and improvements to the existing trail and landscaping, were completed in 2020.
A History of Woodring Park
In the late 1990s, MUD 71 contained approximately 300 developed homes and a lot of undeveloped land. Soon, developers began to seek to build additional homes and develop commercial property within MUD 71. With that growth, the MUD 71 Board determined that the District needed its own meeting place, and the Board chose 21437 Clay Road, between Mason Road and Lakes of Bridgewater Drive. The property was covered in trees, and the land had enough space to build an administration building to hold Board meetings and special events, as well as to construct a small park.
The MUD 71 Board approached its water and sewer operator, Regional Water Corporation, about taking on the construction and management of the proposed new park. Although Regional Water had not previously been involved with parks, the owners, Steve “Woody” Woodring and Ginny Woodring, embraced the new challenge. With the Board’s approval, Regional Water created a small but dedicated team to oversee construction, maintenance and operations of what would later be named Director’s Park.
Construction for the District’s administration building and 29 parking spaces began in 2002, and the first MUD 71 Board meeting in the new building was held in March 2003. In 2004, construction began on the adjacent Director’s Park, including a splash pad, playground equipment, and walking trail. By 2005, MUD 71 had developed sufficient parks and amenities to warrant hiring a separate parks manager to allow Regional Water to focus on numerous utility projects happening at the same time.
Director’s Park provided 15+ years of enjoyment for MUD 71 residents, including many Spring Fling and Holiday in the Park events. By early 2020, with more than 4,000 homes in the District, it was becoming increasingly difficult to hold those events due to a lack of parking spaces. In addition, the splash pad and playground equipment were nearing the end of their useful life. The Board, in consultation with their parks manager, decided it was time for a major renovation.
Around the same time, the Board received the sad news that Steve Woodring was seriously ill. To acknowledge his decades of invaluable contributions to MUD 71, the Board decided to honor his legacy by renaming Director’s Park in his name. In April 2020, during the peak of the COVID pandemic, the Board held a virtual dedication ceremony with the Woodrings, unveiling the new name of Director’s Park, Stephen Woodring Park.
Following the renaming, the MUD 71 Board worked with its parks manager and landscape architect to design and construct a full overhaul of Woodring Park. The Board held countless planning sessions, first virtually and then—when they were able—in person, to ensure that the renovated park would meet their vision for the MUD 71 community.
The upgraded Woodring Park now contains 101 parking spaces, a new splash pad, and dedicated playground spaces for different age groups. The Board also added a new pavilion at the center of the park, serving as a popular location for birthday parties and other gatherings. Since its grand opening on June 3, 2023, the renovated Woodring Park has become one of MUD 71’s most popular amenities.

Woodring Park and Splash Pad Hours
Harris County Municipal Utility District No. 71’s (HCMUD71) splash pad located in Stephen Woodring Park at 21437 Clay Road is one of the most popular amenities the District has to offer! During the dog days of summer children, and adults alike, enjoy cooling off in the various spray features that cycle when activated by pushing one of the activation buttons around the splash pad.
Besides the splash pad, Woodring Park offers a large playground with multiple play structure, swings, interactive games, picnic tables and park benches, and walking paths that total approximately ½ mile.
NO PUBLIC RESTROOMS AVAILABLE.
The park is open from sunrise to sunset year-round, but the splash pad operates only during the following dates and times:
- Weekends in May: 9 am – 7 pm
- Memorial Day through Labor Day: 9 am – 7 pm Tuesday – Sunday (closed Mondays for maintenance)
- Weekends in September: 9 am – 7 pm
